you can copy php.ini to c:windows or modify the registry to look for php.ini in c:\php

I have used this install on over 100 installs of 2003/IIS web servers. It is installed by most web hosts, has a simple learning curve, close ties with the MySQL database, and an excellent collection of libraries to cut your development time. I never use Windows and I managed, but this may not be the quickest or most efficient way to do things.
And you definately don't want register_globals on for the rest of the websites.
